Inventory of production waste
The inventory of waste is carried out in accordance with Resolutions of the Cabinet of Ministers of Ukraine dated 1.10.1999 r. № 2034 "The procedure for keeping state records and certification of waste" ("On approval of the procedure for keeping state records and certification of waste") .
Carrying out waste inventory – this is a necessary internal audit measure, which reflects the process of waste generation at each stage of production, as well as further handling of them.
The procedure for conducting waste inventory
1.Visit of the specialist to the enterprise;
2.Detection and identification of waste : type definition, composition and hazard class of waste, technological possibilities of utilization, neutralization.
3.Calculation of the amount of waste, which were formed during the reporting period and determination of the PZUV indicator.
4.Preparation of the waste inventory report.
5.Approval of waste inventory by state bodies in accordance with current legislation.
The agreed waste inventory report is indefinite, but in case of changes in technology and production volumes, which affect the number of types of generated waste, their volumes, composition, needs adjustment.
Development of technical passports of production waste.
Business entities, that generate waste, it is necessary to develop waste technical passports.
According to the article 26 Law of Ukraine "On Waste" No. 187/98-VR 5 March 1998 year "all waste must be passported, which were formed on the territory of Ukraine and to which this law applies".

The procedure for developing the departure technical passport:
1.Filling in information: about the place of waste generation; about the process, in which waste is generated;
2.Determination of primary data on departure; departure characteristics; about available and possible processing technologies, storage, transportation, disposal or disposal of waste.
3.Determination of the requirements for the composition of departure indicators.
4.Preparation and submission for approval of the technical passport of departure by the territorial unit of the Ministry of Environment.

Development of registration cards: waste generation facility (OUV), facility for processing and disposal of waste (OOUV).
On the basis of the Resolution of the Cabinet of Ministers of Ukraine dated 31 August 1998 r. N 1360 "On the approval of the Procedure for maintaining the register of educational facilities, processing and disposal of waste" at the facilities of formation, for processing and disposal of waste, it is necessary to have appropriate registration cards.
The registration card is drawn up based on the materials of the OUV or OOUV inventory on the basis of the entire set of available information, including materials for production certification of waste, data of income and expenditure documents, data of special works, information of specially authorized bodies of executive power in the field of waste management.
Regulations, that regulate the provision of the service:
Owners of OUV and OOUV annually provide data on changes in the activity of their facilities to make appropriate changes to the register and register cards.
Calculation of the indicator of total generation of waste. Filling out the declaration and registration with the relevant state bodies of Ukraine.
According to the requirements of Art. 17 Law of Ukraine "On Waste", business entities, the activity of which leads exclusively to the formation of waste, for which the indicator of total waste generation (Pzuv) consists of 50 to 1000 conventional units, are obliged to submit a waste declaration every year.
Criterion, according to which the need to submit a waste declaration is determined, is an indicator of total waste generation.
Regulations, that regulate the provision of the service:

- Resolution of the Cabinet of Ministers of Ukraine dated 7 May 2022 r. № 556 "Some issues of submitting a waste declaration".
The declaration is submitted by the applicant once a year to 20 in February, that follows the report, in electronic form through the Unified state web portal of electronic services by filling out the form, approved by the resolution of the Cabinet of Ministers of Ukraine dated 7 May 2022 r. № 556 "Some issues of submitting a waste declaration". Also, the waste declaration can be submitted online through the online platform EcoSystem.
- Passports of waste disposal sites (MVV)
Businesses need MVV passports, which are in their territory for a long time (over 2 years) store waste.
Mandatory drawing up of waste disposal site passports is stipulated by the Resolution of the Cabinet of Ministers of Ukraine dated 03 August 1998 r. № 1216 "On approval of the Procedure for maintaining the register of waste disposal sites".
The passport is drawn up based on the materials of the MVV inventory on the basis of the entire set of available information, including raw project data, materials for production certification of waste (that were formed and removed), card data and information on income and expenditure documents, monitoring data and special works, information of specially authorized bodies of executive power in the field of waste management.
