Emissions of greenhouse gases (monitoring, reporting and verification) (MFA)
According to Law of Ukraine On Monitoring Principles, reporting and verification of greenhouse gas emissions with 01 January 2021 a new system of regulation of greenhouse gas emissions was introduced (MFA system), which involves the creation of a monitoring system with accurate, reliable data on the volume of greenhouse gas emissions, which can be applied for various purposes - from improving the state environmental policy - to the introduction of economic instruments for regulating these emissions.
Installation operators, subject to monitoring requirements, reporting and verification of greenhouse gas emissions, obliged determine the volume of emissions of their installations and report on them in accordance with the requirements of the law and the approved monitoring plan.
OPERATOR — a legal entity or an individual entrepreneur, which carries out technical operation of the installation, that is in its possession or use
MONITORING – it is a direct measurement or calculation of greenhouse gas emissions (PG) from installation. Monitoring includes collection, processing, analysis and data storage by the operator to determine the amount of greenhouse gas emissions.
REPORTING – this is mandatory disclosure of data on GHG emissions, which are controlled by the operator, of the business object or installation to the authorized body and the public
VERIFICATION – this is an independent confirmation of the correctness of the operator's report on GHG emissions, absence of significant distortions and compliance with the monitoring methodology. Verification is carried out verifier, accredited in accordance with the requirements, established by legislation in the field of accreditation
The first steps of plant operators to comply with the requirements of the MFA legislation
- Conduct an analysis, whether the requirements of the MFA system apply to its installation, based on the provisions of the Law on Foreign Affairs, List of activities and using Recommendations regarding the interpretation of activities installations, GHG emissions as a result of the proceedings of which are subject to MIA.
- If the installation is subject to the requirements of the MIA system, prepare and submit an application to the Ministry of the Environment for registration of the installation in a single register with the MIA.
- Develop a monitoring plan and, together with other documents, submit it to the Ministry of Environment for approval.
- Monitor GHG emissions at the installation in accordance with the approved monitoring plan during the reporting period .
- Develop an operator's report based on monitoring results.
- Organize the verification of the operator's report (contract in advance).
- Submit the operator's report together with the verification report to the Ministry of Environment (Every year).
