Justification, reduction of the sanitary protection zone (CVD)

Sanitary and protective zone (SZZ) — zone, which separates the industrial enterprise from the residential building.

The sanitary protection zone is the territory around a potentially dangerous enterprise, within which it is forbidden to live and conduct economic activities, the dimensions of which are established by the project documentation in accordance with state regulatory documents. Sanitary protection zones are created around objects, which are sources of release of harmful substances, smells, increased noise levels, vibrations, ultrasonic and electromagnetic waves, electronic fields, ionizing radiation, etc, in order to separate such objects from the territories of residential development.

The construction of residential facilities is prohibited within the sanitary protection zones, objects of social infrastructure and other objects, related to the permanent stay of people.

According to the Order of the Ministry of Health of Ukraine from 19.06.1996 Rule No. 173 "On Approval of State Sanitary Rules for Planning and Development of Settlements" for Industrial Enterprises and Other Objects, which are sources of harmful effects on the environment, depending on the type of activity, a regulatory sanitary protection zone is established on the basis of sanitary classification.

The dimensions of the SZZ can be reduced, when on the border of residential buildings and objects equated to it, concentrations of harmful substances in atmospheric air, noise levels, vibrations, ultrasound, electromagnetic and ionizing radiation and static electricity will not exceed hygienic standards.

The development of the substantiation project of the sanitary protection zone is underway:

– For industrial enterprises, which are being built and reconstructed;

– For enterprises, which are located in the zone of residential development;

– For an operating enterprise at the request of the management.

The boundary of the sanitary protection zone is defined by a line, which limits the territory, beyond which the impact factors do not exceed the established hygienic standards.

The approved project for the organization of the sanitary protection zone is the legal basis for its establishment (changes, abolition) boundaries of the SZZ as lines of urban planning regulation of the territory.

The initial data for the development of materials on the justification of setting the size of the SZZ are:

  1. Report on the inventory of emissions of polluting substances of the enterprise.
  2. Documents, in which the volumes of emissions are substantiated, to obtain a permit for emissions of pollutants into the atmosphere by stationary sources, on the basis of which an emission permit was obtained.
  3. Protocols for noise load and infrasound studies.
  4. Protocols for air research in populated areas.

The project of the organization of the sanitary protection zone includes:

– substantiation of the proposed boundary of the sanitary protection zone;

– measures to protect atmospheric air;

– proposals for greening and beautification of the territory of the facility and the sanitary protection zone;

– formation of proposals to ensure reduction of negative impact (to the established standards) economic or industrial object on the adjacent residential building.
