Permit for emissions into the atmosphere

According to Article 11 of the Law of Ukraine "On the Protection of Atmospheric Air" emission of polluting substances into the atmosphere by stationary sources can be carried out only after receiving the Permit.

A permit for emissions of polluting substances into atmospheric air is an official document, which gives the right to emit a certain amount of pollutants into the atmospheric air by stationary sources per unit of time during the period specified in the permit.

An emission permit is issued:

- for objects of group I - Ministry of Natural Resources, in agreement with the central executive body, which implements state policy in the field of sanitary and epidemic welfare of the population.

- for II and III group objects - regional, in Kyiv, Sevastopol city state administrations, by the executive body of the Autonomous Republic of Crimea on issues of environmental protection in agreement with the central executive body, which implements state policy in the field of sanitary and epidemic welfare of the population.

Validity of permit for emissions of polluting substances:

For objects of the I group - seven years;

For objects of the II group - ten years;

For objects of the III group - unlimited.

The sequence of steps for obtaining a permit for emissions is determined by the Resolution of the CMU from 13 March 2002 p. No. 302 "On approval of the Procedure for carrying out and paying for works, related to the issuance of permits for emissions of pollutants into the atmospheric air by stationary sources, accounting of enterprises, institutions, organizations and citizens-subjects of entrepreneurial activity, who received such permits".

Algorithm for obtaining a permit for emissions:

Carrying out inventories of emissions of polluting substances, preparation Report on the inventory of emissions of pollutants into atmospheric air;

– Registration of the Report on the inventory of emissions of pollutants into the atmosphere in the authorized body (if necessary);

– Preparation according to established requirements Documents, in which the volumes of emissions are substantiated, to obtain a permit for emissions of pollutants into the atmosphere stationary sources and a file in XML format.

– Acquaintance of the public with information on obtaining a permit, in accordance with the law. Deadline for submitting applications 30 days from the moment of publication.

– Submission of a set of documents to TsNAP (the list in accordance with the regulations and the information card).

– Obtaining a permit for emissions.

Inventory of emissions of pollutants in atmospheric air is carried out according to "Instructions on the content and procedure for drawing up a report on the inventory of emissions of pollutants at the enterprise" Order of the Ministry of Environmental Protection and Nuclear Safety of Ukraine from 10.02.1995 p. №7, the use of which is mandatory when conducting an inventory of emissions of pollutants by industrial associations and industrial enterprises, organizations and institutions, which have emissions of pollutants into the atmosphere. The inventory includes a description of the production technology, characteristics of dust and gas treatment plants, determination of parameters of stationary and unorganized sources of emissions, as well as determination of quantitative and qualitative characteristics of emissions.

According to the conducted inventory of emissions of polluting substances, documents are being developed, in which the volumes of the enterprise's emissions are substantiated in order to obtain a permit for emissions.
